As a Quantity Surveyor, you’ll maintain strong commercial control of term contractors on allocated contracts, to manage the cost and performance against their contract targets, ensuring compliance with the commercial contract management regime, Health, Safety, Environmental and Technical Standards of Energy Networks.
Responsibility for developing and driving both the technical and commercial audit programs and determining the level of audit required in order to focus the audit on areas of greatest need and value.
What you’ll be doing
Control external contract expenditure through appropriate scope control, change management, technical and financial verification processes in geographic area.
Audit contract administration in the delivery functions to ensure the business is complying with processes
Measure supplier delivery performance against contract KPIs, prepare associated reports and implement improvements as required.
Provide contract benchmark, cost, budget, financial forecast and performance data for business improvement processes including preparation and presentation of reports.
Audit and provide timely and constructive challenge of contractor costs, in accordance with the Terms and Conditions of Contract that seem excessive compared with the benchmark data and output(s) being delivered.
Manage the contractual relationships to resolve disputes promptly and directly interface with senior contractor delivery staff
Develop the scope, identify risks and prepare budgets and Risk Registers for Target Cost works, evaluating tender returns including agreement of value and allocation of risk between Energy Networks and the contractor.
Agree value of works done for interim and progress payments with contractors.
Represent the Energy Networks at negotiation meetings
Take responsibility for your personal development.
Involve the team in finding solutions to areas where performance is not on target.
Carry out site and operational audits on your team
Ensure assigned resources are deployed to maximum effectiveness.
Contribute to the development & delivery of the departmental Operating Plans
Contribute as a member of the Network Connections Business
What you’ll bring
Able to provide strong commercial leadership for staff within all areas of Energy Networks.
Build and maintain relationships with both internal customers and external suppliers.
Communicate effectively to all levels within the business.
Solve complex problems and introduce practical solutions by utilisation of strong numeracy and financial management skills.
Write clear and precise reports and relate complex information to a diverse range of people.
Lead negotiation of Target Price and associated Risk allocation with contractors, measuring out-turn costs and apply the contract incentive mechanism.
Mitigate Commercial risk to Energy Networks through development and use of Risk Registers.
Measure performance against KPIs and milestones in relation to the successful achievement of contractual and business goals and propose associated improvement initiatives which generate additional value for the business
Awareness of statutory and licence obligations, HR procedures, Electrical and Civil Engineering procedures, Electricity supply industry, including generation and other wires businesses, Commercial, financial and operational risks.
Working knowledge of Health & Safety legislation and policies, financial control procedures, financial control and management of projects.
Commercial management in relation to framework, partnership, term and service level agreement contracts.
Operations and investment processes/practices
Traffic Management Act 2004 and Traffic Scotland Act 2005.
IT systems, particularly the Microsoft Office suite.
Expert knowledge of analytical techniques and quantity surveying techniques
Minimum Criteria
BSc Quantity Surveying
Valid full drivers license
Proven experience in Quantity Surveying across multiple locations and high volume works.
Working knowledge of FIDIC/NEC3 contracts
Experience of operating in a commercial market
